On 3rd of April 2008 the second session of the Second Council of Ufa City Municipal District of Bashkortostan Republic took place where a question was raised concerning the appointment of the Head of Ufa City Municipal District Administration. The session, chaired by Irek G. Nigmatullin, Chairman of the Council of Ufa City Municipal District of Bashkortostan Republic, was attended by the President of Bashkortostan Republic, Murtaza Rakhimov, Chairman of the State Assembly Kurultay of Bashkortostan Republic, Konstantin Tolkachev, Prime Minister of Bashkortostan Republic, Rafael Baidavletov, and heads of the city district administrations.
By the unanimous decision of the City Council, Pavel R. Kachkaev was appointed Head of Ufa City Municipal District Administration for the second time. The contract with the Mayor was signed for a period of four years that is namely the term of validity of the Council's powers. The decision to conduct a competition for the post of the Head of Ufa City Municipal District Administration was adopted during the first session of the Council on 5th of March 2008. A contest committee consisting of six members was formed. Two members were appointed by the State Assembly of Bashkortostan Republic; four members were selected by the City Council. The commission was headed by Zaki I. Nasirov, Head of Department of coordination of territories and human resources of the Presidential Administration of Bashkortostan Republic.
It was decided to conduct the competition in a form of an interview with the candidates for the post. In accordance with the results of the qualifying examination, two candidates were admitted to the competition, namely the acting Mayor of the city, Pavel Kachkaev, and Head of Administration of Oktyabrskiy District of Ufa City, Vladimir Dmitryuk.
Each candidate had to present his program of social and economic development of Ufa City for the term of the Council's powers. The programs comprised brief overview of social and economic situation in Ufa City and characteristics of the main problem issues and prospects of the social and economic development of the city. Further, a candidate had to present a prospective structure of the Ufa City Municipal District Administration. In compliance with the results of the interview, the commission submitted candidatures of Pavel Kachkaev and Vladimir Dmitryuk for approval of the City Council. According to electronic voting results, Pavel Kachkaev was elected with 100% of the vote.
The President of Bashkortostan Republic, Murtaza Rakhimov, congratulated Pavel Kachkaev on his new elected position and emphasized that this decision of the City Council reflected the will of all city residents. The newly re-elected Mayor, Pavel Kachkaev, thanked the Head of the Republic and deputies of the City Council for their support and pledged to do his best for the city of Ufa.
